EAEU vs non-EAEU: how docs differ by destination
Within the Union — statistical declaration; for Uzbekistan and Türkiye — full customs declaration.

Russia is part of the Eurasian Economic Union with Belarus, Kazakhstan, Armenia and Kyrgyzstan. Inside the Union there is a common customs territory. Uzbekistan, Türkiye, China and the EU are not in the EAEU, and the paperwork for them is different.
Shipments to EAEU countries
Exporting from Russia to Belarus, Kazakhstan, Armenia and Kyrgyzstan does not require a customs declaration. Instead:
- Statistical record form (Article 278 EAEU Customs Code).
- VAT reporting via the import-and-indirect-tax statement (filed by the buyer at destination).
- Transport documents — CMR/TTN, invoice, packing list.
- Conformity certificates and other permits per EAEU technical regulations.
Shipments to non-EAEU countries
Uzbekistan, Türkiye, China, EU — standard export procedure:
- Electronic declaration (EDT) with HS code.
- Zero VAT confirmation within 180 days from export.
- Certificate of origin CT-1 or EUR.1 (for tariff preferences).
- Import clearance at destination with duties and taxes paid.
